【Government-Sponsored Program】Call for Applications for the CSC Innovative Talent International Cooperation Training Program in Intelligent Computing Systems

    The "Innovative Talent International Cooperation Training Program" is a government-sponsored international cooperation initiative launched by the China Scholarship Council (CSC). It leverages existing national government-sponsored study-abroad programs to fund cooperation between domestic universities and foreign educational/research institutions, adopting innovative training models with the goal of nurturing innovative talents.

III. Eligible Majors

    Outstanding postgraduate students from our university majoring in Computer Science and Technology, Computer Application Technology, Computer System Architecture, Computer Software and Theory, Computer Networks and Information Security, and related disciplines.

IV. Selection Category and Quota

  • Category: Doctoral Degree Candidates

  • Quota: 3 students per year

V. Application Requirements and Eligibility

  1. Applicants must possess good political quality and professional competence, with no criminal or disciplinary records. They should have a solid academic foundation, strong development potential, and be in good physical and mental health. Applicants must be under 35 years of age (as of the application deadline).

  2. Applicants must be full-time master’s graduates (excluding commissioned or targeted training students).

  3. Funding coverage: Tuition fees are waived. The program provides funding for one round-trip international airfare and a scholarship for the duration of the study period.

VI. Application and Selection Process

  1. By August 20, 2025: Applicants should contact potential supervisors at the host university (supervisor information can be found on the university’s official website). After obtaining confirmation of acceptance from a supervisor, prepare the following materials, compile them into a single PDF file, and send it to: sxg@nwpu.edu.cn.(1) Personal resume (both Chinese and English)(2) Study plan in a foreign language (explaining the reasons for applying for study abroad)(3) Academic transcripts (both Chinese and English)(4) Highest academic degree certificates (both Chinese and English versions)(5) Foreign language proficiency certificates(6) Research achievements and award certificates(7) Other materials required by the host university
  2. By August 28, 2025: The school will conduct candidate selection, determine finalists for the program, and publicize the results.
  3. September 1–6, 2025: Shortlisted candidates must register online via the National Government-Sponsored Study-Abroad Management Information Platform (http://apply.csc.edu.cn/) and upload the required electronic materials as instructed. Online registration must be completed within the specified period.
  4. By September 6, 2025: Submit electronic materials to sxg@nwpu.edu.cn. Starting from 2025, students and the program school no longer need to submit paper application materials to the Office of International Cooperation; all materials must be submitted electronically in accordance with the following requirements:
    • All materials should be placed in a single folder named in the format: "Program Name - Full Name" (e.g., "Innovative Talent International Cooperation Training Program in Intelligent Computing Systems - Zhang San").

    • All materials must be in PDF format, with filenames in the format: "Full Name - Material No. - Material Name" (e.g., "Zhang San - 1 - Application Form for Study Abroad Sponsored by the China Scholarship Council").

VII. Dispatch and Management

  1. The study-abroad eligibility for students admitted in 2025 is valid until December 31, 2026. Eligibility will be automatically revoked for those who fail to depart on time.

  2. The "signed dispatch and breach of contract compensation" management system applies to all sponsored students. For procedures and frequently asked questions, please log on to the platform (http://apply.csc.edu.cn) to read the Guidelines for Government-Sponsored Overseas Students and follow the instructions.

  3. Before departure:

    • Students must log on to the platform (https://apply.csc.edu.cn) to sign the Government-Sponsored Study-Abroad Agreement as required.

    • Students must apply for a special bank card for CSC scholarships (application details: https://www.csc.edu.cn/chuguo/s/1552).

    • Students must complete passport, visa, and International Travel Health Certificate formalities on their own.

    • Flight bookings and other related procedures should be handled through the China Scholarship Council’s Study-Abroad Service Center or the Shanghai Overseas Training Center for Personnel of the Ministry of Education.

  4. Within 10 days of arriving in the host country, students must complete registration procedures at the Chinese Embassy/Consulate with the CSC Study-Abroad Eligibility Certificate and relevant materials, in accordance with the requirements of the Embassy/Consulate.

  5. During the study period abroad:

    • Students must abide by the laws and regulations of the host country, relevant CSC regulations, and the terms of the Government-Sponsored Study-Abroad Agreement.

    • Students must accept the guidance and management of their home institution and the Chinese Embassy/Consulate.

    • After completing studies, students must fulfill the obligation to return to China for service and register their return information on the National Government-Sponsored Study-Abroad Management Information Platform within three months of their return.

  6. The home institution assumes primary responsibility for managing the recommended students. It should coordinate all links from selection, dispatch, and management to return, strengthen goal-oriented and process-based management, and assign dedicated institutions and personnel to handle specific work.

  7. After returning to China on schedule, students who apply again for government-sponsored study abroad for a higher degree or joint training are not restricted by the requirement of waiting two years after return.

  8. When publishing papers, research projects, or achievements related to the funded program, students must acknowledge the support with the statement: "This research/achievement/paper is supported by the China Scholarship Council (CSC)."

  9. If an applicant is found to be ineligible for the program, in violation of national laws (resulting in criminal liability), in serious breach of public order and good customs (causing severe adverse impact), or in serious violation of academic ethics, the CSC reserves the right to reject the application, revoke eligibility, terminate funding, or pursue compensation for breach of contract during the selection process or the term of the agreement.

  10. Other matters shall be handled in accordance with relevant national government-sponsored study-abroad regulations.
